“The Build Kansas Fund makes it possible for communities across the state to seize the tremendous opportunities provided by the Bipartisan Infrastructure Law,” Governor Kelly said. “These matching dollars empower our local leaders to forge ahead with projects that will grow our economy, connect people and businesses to high-speed internet, and build safer infrastructure that improves life for all Kansans.” 


 

The Build Kansas Matching Fund (Build Kansas Fund) will provide up to $200M in state matching dollars for organizations that propose projects throughout Kansas and successfully apply for Federal grants under the Bipartisan Infrastructure Law (BIL), also known as the Infrastructure Investment and Jobs Act (IIJA).

The intent of the Build Kansas Fund is to accelerate local infrastructure investment to support transformative community projects enabling Kansas communities to move forward with infrastructure projects, including improvements to water, transportation, energy, cybersecurity, and broadband.  

Applications for local match funding assistance will be accepted on a rolling basis over the next 4 years, until all funds have been committed, or the Build Kansas Fund expires on June 30, 2027.  

Entities that intend to apply for a Federal BIL program that requires a non-federal match must apply to the Build Kansas Fund before submitting your federal grant application.

  • BIL funding opportunities come with notice of funding opportunity (NOFO) documents. These documents have a section titled “Cost Sharing or Matching Requirement” that details the amount of matching funds the applying entity needs to provide for the federal government to approve the grant.

  • Eligible applicants are any entity identified by a federal BIL grant. This includes counties, cities, municipalities, federally recognized tribes, nonprofits, for-profits, institutions of higher education, etc.

    There are three eligibility requirements for the Build Kansas Fund:

    1. Eligible for and be pursuing a viable BIL funding opportunity.

    2. The BIL funding opportunity must have a non-federal match component.

    3. The primary project zip code must be located in Kansas.

    Note: If the project falls across state boundaries, the Build Kansas Fund award will be prorated based on the percent of the project that is located in Kansas. For example, if 90% of the project is located inside Kansas and 10% is located outside Kansas, the project is eligible to receive Build Kansas funds equal to 90% of the match requirement.

  • The Build Kansas Fund can provide up to $200M in federal matching funds over the life of the fund, Fiscal Year (FY) 24-27. Applications for local match funding assistance will be accepted on a rolling basis until all funds have been committed or the Build Kansas Fund expires.

    The fund seeks to invest at least $10 million in eight Economic Development Districts (EDDs) and a special geographic designation that includes the MoKan EDD and those counties to the west not currently included in any EDD. A map of Kansas EDD’s can be found here.
